Title: boots and more boots

I see that there officers uniforms and officers boots, especially among the Cavalry members of WWII.  Were officers cavalry riding boots only for officers, or did NCO's who could afford a pair of officer riding boots buy them for themselves out of their own pocket?

I know that in WW1 better made sweaters for use by soldiers could be bought by anyone who wanted to spend a bit more money.  I also know that in our current mid-east conflicts that soldiers who wanted better armor could have friends of families purchase a set for them to use.  So I was wondering if the NCO's who did not like the standard issued smooth leather ankle boots and leggings, bought the more expensive and better made cavalry boots.
