Scenario's and time frame issue

Ok, here is a question that needs to be figured out. Lets say someone hosts an east front/GPW event and the scenario takes place in 1943. Now, they invite German, Russian, Italian,Hungarian and Romanian impressions. Now remember it is taking place in 1943. Why would they lump the Romanians with the Russians? That isn't historically accurate as these other nationalities were fighting alongside Germany. Besides needing numbers can anyone else figure out why event hosts do this? To me it doesn't make it correct at all. Wondering what everyone else thought.

I agree with you too. I would say for numbers. Here is a idea too maybe many are freedom fighter going against the Germans?
 I would say theses would be harder impressions to do also.
